For Saadia to make such an accusation by is absurd and obviously a ploy. If the Thalmor was really after her, they do not need to hire Redguard mercenaries. Their numbers are plenty in Skyrim and they rely on Imperials or Khajiit Assassin to do their bidding in Skyrim. Return Saadia to Hammerfell for trial. Don't be fooled by a pretty face.
