I think you messed up sneak speeds completely. My setup activates the full night silence bonus only in DW. The fifth piece is my second dagger. In addition to that, I have concealed weapon slotted on my DW bar. My other bar is bow with no sneak speed bonus whatsoever. Guess what. My movement speed is the same, bow and DW. PS.
