There are plenty of icons with grey borders that are not buffs, like Occultist's Vile Bastion for example. I could see it being a debuff maybe. Petrified blood works with Dissolution of Flesh though, in fact that's one of the strongest uses for Dissolution of Flesh, since it effectively gives you two different lifepools and splits your damage taken between them.
