I have searched for FFXIV-specific and general help with the issue. Things i've tried include. Going into and out of full screen. Going into and out of windowed mode. Using RTSS to limit the game's frame rate instead of the ingame frame rate option (set to unlimited in this case). Disabling VSync.

Given your cpu was able to handle 60 fps on 1080p, you should be good if you just upgrade the gpu. As you get closer to 4k, the game becomes more gpu dependent. Although it may be better to wait till Dawntrail to upgrade since it's going to require better hardware anyways.
