Generally you want bi-weave shields on a combat ship. They are weaker but they recharge quickly. So in the RES you engage a target, try your best not to get shot so your shields don't go down but if they do either finish the fight and wait for them to quickly recharge or (if you're hurting) break contact and let them quickly recharge.
