I got it last week after about 1000 casts. Did the quest, got the mount then fished in a couple of "schools" nearby. 8 casts later and I had another Strange Goop. Keep trying everyone, it does exist I promise! edit: ~500 casts later I got a third strange goop then ~50 casts later I got another one for a total of 4 Strange Goops.
