This boat leads to Boralus Harbor in the Tiragarde Sound zone of Kul Tiras. The boat docks about every five minutes. It docks in the same place as the boat to the Dragon Isles. The Boralus boat is crewed entirely by kul tiran humans, whereas the Dragon Isles boat has dracthyr on board. There is also a portal to Boralus in the Stormwind portal room.

Fun fact - if you don't do this quest and (like me) find your way to Boralus through the portal in the Mage Quarter, you do not get the Boralus portal back to Stormwind, or the introductory quests in Boralus. If you want to get back to SW, better find a friendly mage or hope you haven't bound your hearth somewhere else already.
