I generally prefer the precog interface. For the swarm one, you mostly use it for corvettes and the difference is that precog has higher sublight speed while the sapient has higher evasion.

If another warning sign occurs, then there's problems, but as far as I know just setting them to Citizens Rights will prevent any rebellion, unless you do it too late and it triggers anyway.
