Just one way that is comparatively reliable to do so. If you were instead asking about the seasonal exotics, yes, each season's one only comes from soloing one of the legend/master lost sectors.

I definitely agree that the timer should adapt on Leg/Master Lost Sector to the planet they're hosted on. I think, personally, that Legend Lost Sectors can stay this hard with a higher drop rate, or perhaps focusing, as an armour farm. But all exotics should be in the world loot pool (excluding quest and raid/dungeon exotics, naturally).

There's no weekly rotation. I've been told by everybody that there's a specific lost sector pool for each armor type, and the armor type rotates daily.
