I got the quest from the boat captain in Windhelm to kill the bandit leader in Uttering camp. The problem is when I get there the arrow stands over empty space. He is the leader of Summerset shadows (Linwe) that I killed ages ago in Thief guild quest. So I can't finish the quest. Long story short, it replaces the Thieves Guild, Guild Master, and Summerset Shadows armor sets with Linwe's Armor.
