I personally find it better than 8-9 and can't ever get a link level on 8-9.First of all, every unit has a link level from 1-10; Every unit will always start at link level 1, and must be leveled up to 10. Some links have a much greater benefit from being leveled than others; some notable examples are the following links; GT, Big Bad Bosses, Fierce Battle, Legendary Power, etc., Some like this stage as it’s a happy medium between 8-9 and 23-8. So success and taste may vary on this one. 8-9. One of the better link level stages. 14 stamina consumed. No AoE needed, 5 guaranteed fights. Stop signs only consist of one enemy target, easier not to miss Frieza Soldiers scattered around.

Otherwise, the best stage to economically farm blue gems is 28-1 and link levels 7-10 or 8-9. In my case i get at least 1 link raised something like 8 times on 10, on 28-2.
