Penetration is generally provided by your tank with minor and major breach and the crusher enchant, and then either your tank wearing crimson oath+tremorscale or a DD wearing Roar of Alkosh. Sometimes people also run razor caltrops for AoE major breach. You want to be providing 1229 penetration. The less you invest in going over that, the better.
