Steel skull doesn’t apply enough poisons or auto cleanse. Jarl is better for his 3 turn cool down block debuffs and I believe defense up. I’d replace arbiter and shamrock for skullcrusher and jarl — jarl needs to go last on turn 3 so he was to be 171 speed and SC should be prob like 192-193 so he doesn’t get behind jarl (you may have to play with this).

For example late game players would rate royal guard 10/10 in dragon 20 and Grizzled Jarl maybe 5/10, but for early game it's the other way around because safety matters more than speed and versatility.
