Most recommended WOTLK server. I'm new to private servers but would like to get my beak wet with WOTLK ahead of the classic release. Preferably a quicker leveling experience (at least 1-70) and a healthy-ish PvE scene to test out the dungeons, raids, etc. Any input is appreciated!
If they have battle-groups, each battlegroup will be at the appropriate data-center. The 'east coast' battle group will be in Chicago, and the 'west coast' battle group will be in LA. Doing otherwise would have no gain, and only detrimental player experience. There will only be 10-12 servers in the US.

Yes Chicago is in central time zone. But Blizzard has arbitrarily decided to set Chicago co-located servers to eastern time. Exactly, your ping time is increased on different timezones. This is a known fact. Play on a NA EST server. Those servers are located in Chicago (CST). Your problem has been solved.Benediction is all Ally. Faerlina is all Horde.
