It wouldn't be possible since waterworks is level 60. I am doing an all sidequests myth character rn (currently in azteca), and I can confirm that you will reach waterworks sometime in celestia or wintertusk (depending on what you do after dragonspyre). Doing all sidequests keeps you 5-10 levels above the intended level for whatever you're doing.
